Moderate Wuake Hits India¡¯s Andaman Islands Seismologists

A moderate 5.9-magnitude earthquake hit India's Andaman Islands early Saturday, seismologists said, but no tsunami warning was immediately issued.


The USGS said the quake struck at a depth of 27 kilometres (17 miles), with the epicentre 180 kilometres (112 miles) from Port Blair on the Andaman Islands, in the Indian Ocean.





The Andamans were badly hit by the 2004 Asian tsunami, which was triggered by an earthquake off the Indonesian island of Sumatra that sent giant waves crashing into countries around the Indian Ocean.


The Andaman Sea area witnesses frequent earthquakes caused by the meeting of the Indian plate with the Burmese microplate along an area known as the Andaman trench.


The islands were hit by a strong 6.4-magnitude earthquake on June 1.

Govt tables N-bill, agrees to amendmentIndia News, New Delhi: The UPA government on Wednesday tabled the contentious Civil Nuclear Liability Bill, 2010 on the floor of the Lok Sabha after addressing the concerns raised by the Opposition over the liability cap in case of any mishap. The bill was tabled in Lok Sabha by Union Minister of State in PMO Prithviraj Chavan, who said the Civil Nuclear Liability Bill was vital for the country's overall development and in meeting its energy requirements.


The minister also made an appeal to all major political parties to extend full support and ensure the smooth passage of the nuclear bill in the best interest of the nation.


"I want to acknowledge the work done by the Parliamentary Standing Committee on Science and Technology, civil society groups, media and my colleagues from BJP, Left and other parties for their valuable suggestions regarding contentious issues. The bill is vital for India's energy security and intends to ensure prompt compensation to victims in case of any eventuality."


"I would like to assure this august House that the liability cap of Rs 1500 crore in the event of any mishap as agreed by all political parties is at par with the similar provisions in the US," he stated.


He also assured that the government has fully addressed the concerns regarding safety raised by the Opposition, and agreed to make necessary amendments in the draft of the bill.





"I would like to thank my colleagues for displaying an unprecedented political consensus on such a crucial issue, "Chavan said.


In a bid to ensure its smooth passage in the Lok Sabha, the UPA government agreed to BJP's demand to amend the bill and remove the contentious word 'intent' from Clause 17 (b) and (c), dealing with supplier's liability in case of a mishap.


Prior to the government's move, senior BJP leaders had met this morning and decided to move an amendment in Lok Sabha to remove the word “intent” from the Clause 17 (b) and (c) of the Nuclear Bill, as the party believes it dilutes liability upon the suppliers.


The Opposition parties were crying foul after the Union Cabinet on Friday cleared 18 amendments, including the one which deals with a clause on liability of a supplier in the event of a nuclear accident, as per the recommendations of the Parliamentary Standing Committee on Science and Technology.


The controversial amendment to Clause 17 (b), made on Friday, clearly stated that an operator of a nuclear plant can seek damages only if an accident has occurred due to the "intent" of the supplier or its employees.


The BJP wanted the amended clause be referred back to the Parliamentary Standing Committee.


Greenpeace activists protest against N-liability bill The party had made it clear that it would be very difficult for it to support the bill unless the government relented and brought back the original proposed legislation. The Left parties were also up in arms accusing the government of diluting the suppliers' liability at the behest of the US.

Mumbai TrainsMumbai Trains, Over seven million commuters, including office-goers and students, were severely hit Tuesday, the second day of the ongoing agitation by motormen manning Mumbai’s crucial suburban trains.


The agitation by over 600 motormen on the Western Railway (WR) and Central Railway (CR), compelled the railways to issue a rare advisory Tuesday morning.


"People may undertake (train) journey only if it’s very important," said a bulk SMS with a helpline No. 10721 to assist stranded commuters.


The motormen have been on a hunger strike since 6 a.m. Monday and are demanding a pay hike among other things. Their strike led to complete chaos in the city during the evening peak hour traffic Monday.


Sensing the critical situation, a grim Chief Minister Ashok Chavan indicated that he would take up the commuters’ matter with Prime Minister Manmohan Singh.





While hundreds of commuters managed to reach their homes late Monday, the situation was worse Tuesday morning with the railways announcing the cancellation of nearly 80 percent of the total 2,000 daily services.


The railways resorted to desperate – but insufficient – measures like permitting people to travel in long-distance trains and making them halt at all suburban stations.


The railways are also making alternative arrangements to grapple with the agitation, considered the worst in Mumbai since 1974.


The BEST and MSRTC chipped in to help the stranded commuters by deploying additional services in the city and elsewhere.


Mumbai University announced that any student who was delayed for the 40-odd final examinations need not panic, they would be permitted extra time to write their papers.


The motormen’s agitation has had a cascading effect on Mumbai roads and highways which have been plagued by ugly traffic snarls since Monday night – and the situation was repeated Tuesday morning.


In fact, the railway agitation managed to overshadow the 26/11 Mumbai terror attacks case, in which the verdict pronouncing Pakistani national Mohammed Ajmal Amir alias Kasab guilty was delivered Monday.

Buy House For Wife Or Go Behind Bars: Delhi HC Tells Man

The Delhi High Court has asked a man to purchase a house for his wife to live separately from her in-laws or be ready to go behind bars for not fulfilling a condition arrived at during mediation in the trial court.


Justice S N Dhingra asked the woman, who had filed a criminal complaint related to dowry harassment against her husband and in-laws, to find out a house, available at Rs 18 lakh, which would be bought by her husband.


The court, meanwhile, granted protection to the man by restraining the police from arresting him for 30 days — a period during which he would buy the house and start living with the woman.


“The applicant be not arrested for 30 days. In the meantime, the Investigating Officer/SHO shall approach the complainant (wife) who shall within one week locate the house which is available within Rs 18 lakh and the applicant shall purchase that house in the name of the complainant in terms of the compromise.





“In case, the house is not purchased within 30 days, this order (protection) shall exhaust itself and the Investigating Officer shall be at liberty to arrest the applicant,” the court said.


The court passed the direction while hearing an anticipatory bail application of a man as the similar protection granted to him earlier had been cancelled by a trial court due to his failure to comply with the condition imposed during the mediation process.


According to the written compromise arrived at on the basis of a mutual consent, a house worth Rs 18 lakh in the name of the wife was to be purchased within two months and both the parties were to live together in that house.


The court noted that the husband had failed to comply with the compromise conditions decided on February 18, 2010 to end the matrimonial battle also involving divorce and maintenance cases.
